In April 2025, several changes in the field of labor legislation became the subject of attention of both experts and citizens. The government and legislators have outlined a vector for flexibility and transparency of labor relations, as well as the fight against illegal employment.
A plan to identify able-bodied but unemployed citizens
The Government of the Russian Federation has approved an interdepartmental plan for 2025-2027 to identify able-bodied Russians who do not participate in labor activities. The main goal is to strengthen control over shadow employment and increase the effectiveness of government support measures.
The plan includes:
• Digital data exchange between departments;
• monitoring of non-employees through the FIU and the Federal Tax Service;
• preventive measures and individual work at the level of the subjects of the Russian Federation.
Changes in labor legislation
Several amendments will come into force in 2025.:
• Since April 7, 2025, the list of persons entitled to leave without pay has been expanded. New categories have been included, for example, members of the SVO, persons caring for the disabled, and other socially significant groups.
• From September 1, 2025, minors are allowed to work on weekends during the summer holidays. The condition is no more than 4 hours a day and no more than 24 hours a week. This is a step towards legalizing youth employment and supporting labor education.
Pre-holiday working week: 3 days
From April 28 to April 30, 2025, a shortened working week has been established in connection with the Spring and Labor holiday. Only three days became working days — Monday, Tuesday and Wednesday. This decision was published in advance by Rostrud and allowed citizens to plan a long weekend vacation.
