New Obligation to Inform Rosfinmonitoring Introduced from April 1, 2026

On March 10, 2026, Rosfinmonitoring Order No. 13 dated January 26, 2026 came into force, introducing additional requirements for participants in the real estate market.

The document concerns organizations and individual entrepreneurs providing intermediary services in real estate purchase and sale transactions — primarily real estate companies, real estate agencies, and private intermediaries facilitating transactions between sellers and buyers.

Which Transactions Are Subject to Control

According to the new procedure, intermediaries are obliged to send information to Rosfinmonitoring about monetary transactions related to real estate purchase and sale deals if:

  • payments are made in cash or non-cash funds;

  • the transaction amount exceeds 5 million rubles or the equivalent amount in foreign currency.

Thus, the obligation to transmit information arises for any form of payment if the transaction value exceeds the established threshold.

Who Is Obliged to Transmit Information

The requirement applies to:

  • real estate agencies;

  • real estate companies;

  • individual entrepreneurs acting as intermediaries;

  • other organizations providing real estate transaction support services.

Essentially, this applies to all intermediaries involved in organizing and supporting real estate purchase and sale transactions.

Procedure for Submitting Information

Information about such transactions is sent:

  • to Rosfinmonitoring;

  • using form No. FES-1-FM;

  • indicating transaction type code 8002.

This form is used within the framework of legislation on combating the legalization (laundering) of proceeds obtained by criminal means and the financing of terrorism.

When the New Requirements Take Effect

Although the order came into force on March 10, 2026, the actual obligation to transmit information arises 15 working days after its entry into force.

Consequently, from April 1, 2026, intermediaries in the real estate market must begin sending information about relevant transactions to Rosfinmonitoring.

New Rules Strengthen Control Over the Real Estate Market

The introduction of this obligation is linked to the development of the financial monitoring system. Real estate transactions have traditionally been considered high-risk operations regarding potential money laundering.

Therefore, the state continues to enhance transparency in this market segment.

From April 1, 2026, real estate market intermediaries become another participant in the financial control system, obliged to inform Rosfinmonitoring about large transactions. For professional market participants, this means the need to prepare internal procedures in advance and ensure timely transmission of information in the established manner.
