On April 3, 2025 in Makhachkala, in the conference hall Dagestan State University hosted a historic event — the first visiting meeting of the International Discussion Club “VISION 3000”, organized with the support of the Ministry of National Policy and Religious Affairs of the Republic of Dagestan and the Dagestan regional branch of the Russian Association of Political Science (DRO RAPN). The event, dedicated to strengthening spiritual and moral values in the context of Russia’s national security, brought together experts, statesmen, religious leaders, and representatives of the scientific community.
The event was attended by Minister of National Policy and Religious Affairs of the Republic of Dagestan Enrik Muslimov and his First Deputy Arsen Makhmudov, expert of the International Discussion Club “VISION 3000”, Chairman of the Dagestan regional branch of the All-Russian Public Organization “Russian Association of Political Science”, Doctor of Political Sciences Kamil Landa, Chairman of the Council of Imams of Makhachkala Daniyal Umailov, representatives of non-profit sector, scientific community, students of Dagestan State University, mass media and others.
The agenda of the meeting was devoted to the topic “Strengthening the spiritual and moral values of Russian society in the context of ensuring Russia’s national security.”
The meeting was moderated by Kamil Landa, an expert of the International Discussion Club “VISION 3000”, Chairman of the Dagestan regional branch of the All-Russian Public Organization “Russian Association of Political Science”, Doctor of Political Sciences.
Opening the meeting, Kamil Landa told the audience about the goals, objectives and directions of the international discussion club. He also noted that the event is being held as part of the implementation of Decree of the President of the Russian Federation No. 809 dated November 9, 2022 “On Approval of the Foundations of State Policy for the Preservation and Strengthening of Traditional Russian Spiritual and Moral Values.”
Then the Minister of National Policy and Religious Affairs of the Republic of Dagestan, Enrik Muslimov, spoke, who said that on behalf of the Head of the Republic of Dagestan, Sergey Melikov, the International Discussion Club “VISION 3000” is being held in the republic. The theme of this event is Decree of the President of the Russian Federation No. 809 dated November 9, 2022.
“As usual, when a document is adopted, we launch a system for organizing work on its implementation. That’s how it turned out: first, a decree was adopted, then a federal action plan, and then a republican plan. Surprisingly, there are two events in the federal plan that have been held by the ministry for years. The first event is the International Interreligious Youth Forum, and the second is the discussion platform “Religion and the Modern World,” the minister noted.

Mukhtar Yahyaev, Editor-in-Chief of the journal of Islamic Studies, Doctor of Philosophy, Professor, with the topic: “Formation of the Russian civil nation as the basis of the national unity of Russia”;
Khanzhan Kurbanov, member of the Expert Council at the Anti-Terrorist Commission for the Republic of Dagestan, Candidate of Political Sciences, with the topic: “The state of Dagestan society and the need for fundamental transformations”;
Nizami Askerov, Head of the Department of Political Economy, Dagestan State University, Associate Professor, Professor, Honored Economist of the Republic of Dagestan, member of the Public Chamber of the Republic of Dagestan, with the topic: “Traditional values in Economics and Practice”;
Gadzhi Maluchiev, Head of the Laboratory of Monitoring and Social, Psychological and Pedagogical Research in Education, Dagestan Institute of Educational Development of the Republic of Dagestan, Candidate of Pedagogical Sciences, with the topic: “Value orientations of modern Dagestani schoolchildren (according to the results of a sociological survey)”;
Magomed Suleymanov, film director, Honored Worker of Culture of the Russian Federation, recipient of the Order of Friendship, with the theme: “The people live by the memory of heroes.”
During the meeting, a video clip of the International Photo Contest “Mom and Children in National Costumes”, held under the auspices of the Russian Federation Commission for UNESCO, was shown, which emphasized the importance of preserving cultural heritage. The organizer is the International Women’s Union.
