Cultural Diplomacy of the Peoples of Russia: Tools for International Cooperation and the Preservation of Traditional Values in a Multipolar World

On July 31, 2026, the International Discussion Club “VISION 3000” held a meeting at the Moscow House of Nationalities in Moscow. The topic of the meeting was “Cultural Diplomacy of the Peoples of Russia: Tools for International Cooperation and Preservation of Traditional Values in a Multipolar World.”

The event was organized by the International Women’s Union with the support of the Government of Moscow and the Department of National Policy and Interregional Relations of the City of Moscow. The event was covered by the online publication “Posolskaya Zhizn.”

The meeting was moderated by Alfiya Ravilevna Amirova, President of the International Discussion Club “VISION 3000” and President of the International Women’s Union.

In her opening remarks, she spoke about the activities of the International Alliance of Women, focusing on the preparations for the 5th Anniversary International Forum “Woman of the Third Millennium,” which will be held in Moscow on November 18-19, 2026. The Forum will serve as a key platform for strengthening international dialogue and cooperation among women leaders from 89 regions of Russia and over 40 countries worldwide.

Amirova also read out a welcoming message from State Duma Deputy V.S. Rodina, which highlighted the importance of cultural diplomacy in promoting traditional values and the need for government support for cultural initiatives abroad.

During the meeting, the following speakers made presentations:

Nikolay Viktorovich Ravkin, Head of the Representative Office of the Government of the Jewish Autonomous Region under the Government of the Russian Federation, spoke about the revival of the XIV International Festival of Jewish Culture and Art “Sholom in Every Sound,” which will be held in the Jewish Autonomous Region on September 6-9, 2026. The festival, established by the Government of the Jewish Autonomous Region with the support of the Ministry of Culture of the Russian Federation, will feature over 120 events with the participation of artists from Moscow, Russian regions, Belarus, China, and Israel. Among the stars are People’s Artists of Russia Mikhail Turetsky, Evgeniya Knyazev, and Honored Artist of Russia Nonna Grishaeva.

• Ravil Kamilievich Khusnullin, Director of the RUDN Innovation and Technology Complex and Member of the State Duma of the 7th convocation, spoke on the topic of “Educational Diplomacy as a Tool for Cultural Cooperation and Training for a Multipolar World.”

  

• Pavel Andreyevich Ustyuzhaninov, Executive Secretary of the Russian-Chinese Chamber and the Business Council for Cooperation with Mongolia, presented a report titled “Economic Diplomacy as a Foundation for Cultural Cooperation: The Experience of Russia, China, and Mongolia.”

  

• Sergey Viktorovich Erokhov, Candidate of Law and Advisor to the Italian-Russian Chamber of Commerce, spoke on the topic “Legal Foundations of Cultural Diplomacy: International Agreements and National Interests in a Multipolar World.”

  

• Anastasia Andreevna Nastasina, a director, producer, and master of the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation, presented her report “Organizing Media and Cultural Delegations as an Effective Format of People’s Diplomacy: A Model of Cooperation with China.”

  

• Natalia Andreevna Vinokurova, State Councillor of the First Class, Deputy Head of the Department for Relations with Political, Public Organizations, and the Media of the Permanent Representative of the Republic of Crimea to the President of the Russian Federation, presented the topic “Artek as a Territory of Intercultural Dialogue: How Theme Camps Become Bridges of Friendship between Countries.”

  

• Galina Vasilyevna Merzlikina, President of the Culture for Life Center, presented a report titled “Culture for Life: From Shared Memory to Shared Future – Humanitarian Projects as a Space of International Trust.”

• Irina Viktorovna Khamdokhova is a member of the Community of Russian Diplomats’ Wives, a participant in the “Russia is a Country of Opportunities” platform, the head of the “Diplomat is a Guardian of Peace” and “Talent Synergy” programs, the curator of the “Bridge” international shift at the Polenovo DR, and an activist in the “Rear Division” volunteer movement.

  

• Sergey Aleksandrovich Nikushkin (online), Academic Secretary of the State Budgetary Institution of Culture “Association of State Literary and Memorial Museums of the Penza Region”, presented the experience of exchange exhibition projects with museums in Belarus as a tool for preserving historical memory.

• Anastasia Sergeyevna Kuznetsova is the representative of the Government of Sevastopol in Moscow;

  

• Elena Vyacheslavovna Mazaeva – Deputy Head of the Department of Foreign Economic and Interregional Relations;
• Ruslan Magomedovich Goev – Specialist of the Protocol and Analytics Department of the State Institution of the Sverdlovsk Region “Representation of the Governor of the Sverdlovsk Region in the State Authorities of the Russian Federation”..

During the meeting, a cooperation agreement was signed between The National Fund for Assistance to the Protection of Strategic Resources, represented by President Husnulin R.K. and NGO “International Union of Women” represented by President Amirova A.R.

During the discussion, the participants presented successful practices of bilateral and multilateral cultural cooperation, discussed barriers and ways to overcome them, and outlined new areas for joint work with foreign countries.

The meeting ended with a networking session, during which participants exchanged contacts, strengthened their professional ties, and discussed possible joint projects.
